Announcement Regarding the Student Amnesty Under Law No. 7592

Pursuant to Provisional Article 85 added to the Higher Education Law No. 2547 by Law No. 7592, which was published in the Official Gazette No. 33335 dated August 9, 2026 and entered into force on the same date, candidates wishing to benefit from the amnesty must complete their applications within 4 months from the date the law entered into force.

Candidates whose enrollment has been terminated or who gained the right to enroll but did not complete their registration may apply:

  • For Faculties and Vocational Schools located at the Central Campus: to the Central Student Affairs Offices,
  • For the Faculty of Medicine and Erdek, Gönen, and Manyas Vocational Schools: to the relevant academic units,

either in person, through a notarized representative, or by mail (the university is not responsible for delays in postal delivery).

Special Application Conditions and Deadlines

  • Those currently serving in the military: within 2 months following the date of discharge,
  • Those with a force majeure circumstance: within 1 month from the date the force majeure circumstance ends,
  • Those with a health-related excuse: provided that the medical board report is submitted by the end of business on December 9, 2026,

may apply to the relevant units with the application form and required documents in order to benefit from the rights provided under the law.

Cases Excluded from the Scope

Persons convicted of the following offenses, as well as those falling within the specified categories, cannot benefit from the amnesty:

  • Offenses covered by the Anti-Terrorism Law No. 3713,
  • The following offenses regulated under the Turkish Penal Code No. 5237: terrorism-related offenses; intentional homicide (Articles 81, 82, and 83); torture (Articles 94 and 95); torment/cruel treatment (Article 96); sexual assault (Article 102); sexual abuse of children (Article 103); and manufacturing or trafficking narcotic or stimulant substances (Article 188),
  • Those who submitted forged documents during enrollment or whose enrollment was cancelled due to forged documents,
  • Offenses specified in Article 71 of Law No. 5846, as well as persons who have membership, affiliation, connection, or association with terrorist organizations or with organizations/structures determined by the National Security Council to be engaged in activities against the security of the state.

Required Documents for Application

For Associate Degree and Bachelor's Degree Candidates:

  1. Criminal Record Certificate (available through the Turkish e-Government system)
  2. ÖSYS/YKS Placement Certificate (for candidates who were placed but did not enroll)
  3. Military Discharge Certificate (for applicants applying on the basis of military service)
  4. Medical Board Report (for applicants applying on the basis of a health-related excuse)
  5. Force Majeure Documentation (official documentation proving the force majeure circumstance)
  • Associate Degree and Bachelor's Degree Application Form – Academic Units
